Overview

Catalyst Solutions is seeking a Requirements Analyst (Level II) to support on-site capability development and requirements activities at the Combat Development and Integration (CD&I) directorate, Marine Corps Combat Development Command (MCCDC), Quantico, Virginia, in support of Product Manager Infantry Weapons (PdM IW). Working within Government Integrated Product Teams, this position contributes to the documentation of USMC materiel requirements, capability development documentation, and JCIDS process support. This is an excellent opportunity for an early-to-mid career requirements professional to develop deep expertise in Marine Corps capabilities integration and DoD acquisition requirements within a mission-critical environment.

Security Clearance Requirement

  • Must be able to obtain and maintain a Secret security clearance.

Education Requirements

  • Bachelor’s degree (BA/BS) in a relevant field.

Experience Requirements

Experience requirements may be fulfilled simultaneously.

  • Five (5) to seven (7) years of relevant experience in defense acquisition, requirements development, capabilities analysis, or related fields; or a Master’s degree with three (3) to five (5) years of equivalent experience.
  • Foundational familiarity with the JCIDS process, DoD materiel requirements documentation, or capabilities integration activities within a military acquisition environment.

Specific Performance Requirements

  • Provide on-site requirements support within CD&I office spaces at MCCDC Quantico; contribute within Government IPTs to help document USMC materiel requirements and prepare draft requirements documentation for Government review and approval.
  • Assist in drafting Capability Development Documents (CDDs) and support Government representatives throughout the JCIDS process, following established Marine Corps and DoD requirements documentation standards and templates.
  • Support validation and adjustment of Approved Acquisition Objectives (AAOs) within the Total Force Structure Management System (TFSMS); help prepare and update TFSMS reports as required.
  • Help develop and draft Program Objective Memorandum (POM) funding initiatives and budget exhibits for Government review; contribute to POM build cycles and budget exhibit reviews under the guidance of senior analysts.
  • Contribute to capability gap identification and requirements solutions development; participate in multi-functional team coordination to help develop and refine capability proposals for Marine Corps operating forces.
  • Support mortar system requirements documentation and CD&I activities as required, developing familiarity with mortar capabilities and associated materiel requirements.
  • Assist in preparing and maintaining requirements-related documentation and correspondence; ensure draft products align with DoD Instruction 5000.02, SECNAVINST 5000.2, and applicable JCIDS policy guidance.
  • Coordinate with PdM IW program office staff under the direction of senior analysts to help align requirements documentation with program acquisition strategies and milestone schedules.

Qualifications and Certifications

  • Active Secret security clearance or eligibility to obtain and maintain one (required).
  • Foundational knowledge of JCIDS policy (CJCSI 3170.01) and DoD/Marine Corps requirements documentation processes (required); DAU Requirements Management coursework (preferred).
  • Common Access Card (CAC) eligibility; ability to comply with MCCDC and MCB Quantico access control requirements.
  • Exposure to TFSMS and Marine Corps PPBE processes (preferred); willingness to develop working proficiency in these systems on the job.

  • Foundational knowledge of DoD requirements and capabilities development processes with a genuine commitment to growing that expertise; professional in conduct and communication; collaborative team contributor who engages effectively with Government clients and senior colleagues.
  • Strong writing and analytical skills; able to help translate warfighter needs and policy guidance into clear draft documentation under supervision; organized and attentive to detail across multiple concurrent tasks.
  • Proficient in MS Office Suite (Word, PowerPoint, Excel, SharePoint, Outlook); basic familiarity with TFSMS and DoD requirements management tools; eager to rapidly learn new Government databases and web-based systems.
